“汽车下乡”再启政策补贴，是强心剂还是老药方？

1月29日，国家发展和改革委员会等十部委发布《进一步优化供给推动消费平稳增长促进形成强大国内市场的实施方案 (2019 年) 》（下称《方案》），方案制定六大措施促进汽车消费，涉及老旧汽车报废更新、新能源补贴、农村汽车更新换代等方面。

其中第三条：“促进农村汽车更新换代。有条件的地方，可对农村居民 报废三轮汽车，购买 3.5 吨及以下货车或者 1.6 升及以下排量乘用车，给予适当补贴，带动农村汽车消费。”被称之为2009年以来的又一次“汽车下乡”政策引导。

在经历了2018年中国车市出现了28年以来的首次负增长，与目前汽车产业转型升级和国民消费升级共同存在的需求下，尤其是农村汽车消费升级的背景下，随着国家政策利好新出之际，目前已经有多家车企迅速响应。

“汽车下乡”再启政策补贴，是强心剂还是老药方？

据了解，19年汽车下乡补贴已经相应的品牌，既包含了本田、丰田、别克、上海大众这样的一线合资品牌，也包含五菱、长安、北汽这样自主品牌。不过上述政策目前还未完全落实。记着在济南各大4S店咨询是否可以享受“汽车下乡”补贴优惠时，目前还基本还未完全落地。

此次“汽车下乡” 究竟能否成功还要看几个方面：1、车企的补贴力度是否足够；2、消费者的消费信心是否买帐；3、补贴车型是否符合消费者的需求。
