突然，加油站打起“价格战”！每升直降2元，还没截止时间！有人每月能省上千元→
如果你在今晚12点之后去加油，能少掏点钱！因为油价要降了。
到底能省多少钱呢？
全国平均来看，92号汽油每升下调 0.37元 ，95号汽油每升下调 0.39元。按一般家用汽车油箱50升容量估测，加满一箱92号汽油，将少花18.5元。这也是今年以来的最大降幅！
央视财经记者在调查中发现，这次降价之前，市场上已经有不少加油站开始了降价促销，在浙江杭州的一些加油站，最大的降幅达到每升2元。
每升降2元！浙江汽油促销大战升级
记者平凡：杭州西溪路的一家加油站的优惠幅度已经达到了每升一块八毛钱，这也是加油站成立以来最大的优惠幅度。自从优惠以来，每天大部分时间都会出现排队加油的情况。
记者在加油站看到，92号和95号汽油都有不同幅度的降价，其中92号汽油价格从每升7.1元降到了5.3元，相当于打了75折。前来排队加油的不仅有私家车主，还有专程过来加油的运营车司机们。
专车司机：每天都过来排队，一个月省一千多元。
记者了解到，这场汽油促销战在杭州已经持续了一个多月的时间，从最早的中石油和中石化加油站开始，逐步扩展到了民营加油站，而且降价的力度和范围也都在不断扩大。
中国石油浙江杭州销售公司经理助理曹慧：目前在杭州地区有16座加油站开展活动，优惠有1-1.8元/升不等。
中国石化浙江杭州石油分公司零售管理部副经理杨佳易：市场竞争压力比较大，我们为了维持这个市场，我们也被动地采取营销策略下去。
截至目前，在浙江省内中石油的直降站已达到122座，中石化相应降价加油站也达到了135座。而促销大战的范围已经从杭州扩展到了浙江省内的其它地区，降价幅度也从每升1元提升到每升2元。
汽油大促销 折射产能过剩困局
这场汽油促销大战有愈演愈烈之势，对消费者来说得了实惠，但另一方面，这场促销大战又会给整个市场带来了哪些变化？降价背后的原因究竟是什么？ 何云峰经营民营加油站已经25年了，在此次汽油促销大战中他的加油站也身在其中。他坦言，这种情况在他的职业生涯中也是第一次。
浙江省杭州市某民营加油站负责人 何云峰：价格战也是一种趋势，产能过剩，资源过剩必然的一个过程，没办法回避。
何云峰告诉记者，上游炼油企业产能过剩，直接导致了汽油批发价快速下跌，目前与最高零售价格差距已经达到每吨2800元左右。这也是新的成品油定价机制出台后，出现的最大价差。此外，包括外资在内的各方资金快速涌入到成品油的销售环节，造成了市场的竞争加剧，促销大战就这样出现了。
浙江省杭州市某民营加油站负责人 何云峰：每升优惠两元也是不正常的，我保本微利。企业要发展，没赚钱怎么能发展。
记者了解到，在城市中，汽油消费总量相对稳定，降价促销的加油站销量的确有了明显增加，这也导致了其它加油站的销量下滑。以杭州中石化为例，降价的西溪路加油站5月的销量增幅达到120%，但整个杭州中石化总的销量基本与4月份持平。
中国石油浙江杭州销售公司经理助理曹慧：我们主要也是根据消费者和市场反馈的情况，优惠目前还没有截止的时间，还会持续，主要是根据消费者和市场的情况。
国际油价“速降” 炼厂价格倒挂
本轮成品油调价周期内国际油价大幅下降，伦敦布伦特、纽约WTI油价最低分别降至每桶61和52美元，回落至近五个月来的低位。平均来看，两市油价比上轮调价周期下降9.94%，如此快速的下跌也让上游的炼厂面临价格倒挂的窘境。这种上游的压力是否会传导到下游的销售环节？目前的促销战还会持续吗？
记者平凡：山东龙口港的码头是为山东地方炼厂提供成品油运输服务的，在现场可以看到这个码头显得非常冷清，整个接驳量也是非常地少，而这种情况从今年5月份开始就已经出现了。
5月份以来，龙口港成品油的库存一直居高不下，而且周转速度明显放缓。而近期国际油价快速下跌，导致之前炼厂加工完的成品油的价格与现在的原油价格出现倒挂，这也降低了中小炼厂的加工出货意愿，出货量下降了近三分之一。
山东油品贸易商 李怀波：现在价格不合适，出的话是赔钱的。
近年来，随着大型民营炼化一体化项目相继投产，我国的炼油能力继续攀升。据统计，目前全国炼油能力达到了8.4亿吨，而2018年全年我国原油加工量仅为6.04亿吨。
中储能源交易中心总经理 徐桂寿：目前，92号汽油零售价每升7.12元左右，每吨是9000多元。而这个从炼厂出来的价格在5700-6000元/吨，相差3000多元的差价是很不正常的，降价是最直接的。
目前，我国汽油消费进入低速增长模式，2019年1-4月份我国汽油表观消费量4265万吨，同比增长2.62%，较去年同期增速下滑1.35个百分点，炼厂及销售企业经营中还是面临较大的库存压力。
山东澳领能源首席分析师 高新伟：因为上游的成本利润空间越来越小，下游的利润空间在增大，但是销售又很困难。下游靠量取胜没法生存，只有靠价差来取胜。我觉得这种促销可能在半年以上。
