《收费公路车辆通行费车型分类》
将于2019年9月1日起实施
新标准根据收费公路内外环境的变化和收费公路发展的新要求对2003年版进行了修订,具体落实了国务院“深化收费公路制度改革取消高速公路省界收费站”决策部署中提出的“调整货车通行费计费方式、统一按车(轴)型收费”的相关任务要求。
具体内容
1
新标准对车辆类别体系重新划分,新标准将不以载客和载货为主的专项作业车辆单独作为一个类别划分出来。

在客车分类参数方面,新标准修订为客车按照公安机关交通管理部门机动车注册登记的车辆类型和核定载人数分类。其中车辆类型是第一分类指标,核定载人数是第二分类指标。

为解决摩托车的统一分类问题,新标准继承各地区对摩托车分类的主流规定,明确摩托车通行收费公路,按1类客车分类。

新标准调整1类客车分类界限值,1类和2类客车分类界限值由核定载人数7人修订为9人。新标准将核载8人和9人客车由原2类客车降为1类客车,将会带来收费收入减收。

新标准中各类货车均按照总轴数、车长和最大允许总质量进行车型分类。
采用车辆总轴数作为货车车型分类的第一指标,便于实现车辆自动分类,有利于解决“大吨小标”问题,使收费合理。

新标准调整1类货车分类界限值。
对于两轴车辆新标准进一步细分为两类,车长和最大允许总质量作为第二指标,对两轴车辆进行细分。1类和2类货车分类界限值确定为车长小于6米且最大允许总质量4.5吨。

新标准补充六轴以上货车分类规定。
根据《汽车、挂车及汽车列车外廓尺寸、轴荷及质量限值》(GB 1589-2016)的相关规定,六轴以上货车属于超限运输车辆,且轴数变化范围很大,不宜规定具体的分类方法。新标准明确规定根据车辆总轴数按照超限运输车辆执行。

并且涵盖了行驶收费公路的所有机动车类别
