今年的新能源市场可谓同样有看点。单从数据来看，2019年1-5月份国内新能源乘用车累计销量44万辆，同比仍高速增长58%，相对累计销量全部同比下滑的轿车、SUV和MPV三大细分市场来说，可谓独树一帜。不过，拉通整体看，较之2018年的同比增长88.5%，新能源市场58%的增速已然弱了不少；且自3月份以来，国内新能源乘用车市场月度同比增速逐渐下滑，至5月份同比增速仅为7%。由此看来，新能源市场的火热也逐渐退去。
新能源市场症结
如同小幼苗，定期的浇水、施肥、除虫才能够保证其健康成长，揠苗助长则苦果自吞。2016-2018年，新能源市场销量从33万辆扩增至100.8万辆，野蛮增长的背后，暴露出许多问题。比如，新能源本身相对燃油车的劣势，决定了大部分人不会尝鲜，舍燃油车而拾新能源。再比如，基础设施如充电桩的安装费时费力，也打消了部分消费者的念头……
但无法否定的是，环保推进刻不容缓，新能源虽不强却肩负重任。在燃油车市场前，新能源市场犹如小儿，需要培育，于是政策上便让利许多，比如补贴，比如不限行……
时间来到2019年，成长的小鹰经历真正考验的时刻到来。当新能源补贴政策过渡期最后一天过去，补贴退坡幅度达到50%；且对于车型能量密度、能耗系数的要求更加严格，地方补贴也将取消。失去了补贴的利好，新能源就如被老鹰抛落悬崖的小鹰，失去庇护，只能靠自己的力量起飞，危险重重。
补贴退坡，车企如何应对？
补贴退坡，终端价格最为敏感，但同级别新能源车相对燃油车，本身价格就高出一截，补贴的减少，意味着想要购买新能源车型的消费者，将直接承受价格上的增长。如此一来，消费者还愿意买单吗？
如何在补贴退坡的情况下，再给消费者一个缓冲期，以维持销量的稳定？需要车企决策的时刻到来了。
可以看到，补贴新政实施后，长安新能源立马宣布旗下全系纯电动汽车（奔EV360、CS15 EV400、逸动ET以及逸动EV460（民用版））不涨价。比亚迪官方也宣布，消费者在今年10月31日前购买比亚迪旗下全系新能源车型均可以继续享受2018年新能源补贴政策优惠，最高补贴仍为9.9万元。7月1日当天，欧拉汽车官方宣布，从即日起到7月31日，欧拉R1全系不涨价，这意味着消费者只要在7月31日之前购车，就可以继续以7.18万-7.98万元的补贴后售价购车……
面对新能源汽车补贴大幅退坡，短时间内，车企通过牺牲利润换取市场份额，是无可厚非的选择。但是在以市场为导向的情况下，以价换量也恐非长久之计。所以，车企做出的让步也有着相应的时间期限，超过这个时间后，购买新能源车的价格仍然会回到原点。
政策有进亦有退，平衡之下更利于竞争
事实上，除了车企给出的让利，政策层面其实也有进亦有退。如果说补贴退坡让消费者承受了更大的经济压力，那么新能源车免征购置税政策延续的官宣无疑给了市场一剂强心针。
6月28日，财政部、税务总局发布《关于继续执行的车辆购置税优惠政策》公告指出，自2018年1月1日至2020年12月31日，对购置新能源汽车免征车辆购置税，本公告自2019年7月1日起施行。
此前，国家税务总局发布《中华人民共和国车辆购置税法》规定：自2019年7月1日起，在中国境内购置汽车、排气量超过一百五十毫升的摩托车等的单位和个人，需要依法缴纳10%的车辆购置税。这一规定的发布曾让外界猜测，今年7月1日起新能源车可能将不再免除购置税。不过，6月28日的新政官宣的到来，无疑起到了绝对的辟谣作用。
新能源汽车免购置税政策最早从2014年9月开始执行，刺激了市场的快速增长，在财政补贴退坡之后，免购置税政策无疑能为新能源车拉一波流量。对于部分消费者而言，免征购置税可以降低购车成本，无疑还是很划算。当然，购置税可能也不会成为部分消费者购车的决策因素。
事实上，除了补贴退坡外，宏观调控层面一直对新能源车很友好。比如今年的6月6日，国家发展改革委、生态环境部、商务部印发《推动重点消费品更新升级畅通资源循环利用实施方案（2019-2020年）》，提出各地不得对新能源汽车实行限行、限购，已实行的应当取消。比如继续免购置税政策的实行，都在一定程度上起到了刺激新能源市场发展的作用。但是新能源的症结还需由内而外疏通，内里的续航、技术、安全充分完善，给消费者一份安心，外在有政策的铺路，加之基础设施的不断完善，才能让自身飞得更高、走得更远！
