日前，石家庄、衡水、邢台、邯郸、定州、辛集等地陆续发布重污染天气预警，启动重污染天气应急响应。同时，石家庄、秦皇岛、唐山、廊坊、保定、邢台、邯郸、定州、辛集等多地实施工作日2个尾号限行的措施，衡水、邢台、邯郸、定州、辛集等地对重型载货汽车等车辆实行限制性交通管理措施。
●石家庄
针对将出现的重度污染过程，为减轻重污染天气对公众健康的影响，石家庄市重污染天气应急指挥部办公室发布重污染天气橙色预警，并将于28日8时启动重污染天气Ⅱ级应急响应。具体解除时间另行通知。
经省环境应急与重污染天气预警中心、中国环境监测总站、省环境气象中心研判会商，预计未来几天，受不利气象条件影响，我省中南部地区可能出现重度污染过程。对此，市重污染天气应急指挥部办公室发布重污染天气橙色预警，并将于28日8时启动重污染天气Ⅱ级应急响应。
期间，市主城区将执行重污染天气Ⅱ级应急响应限行措施：对非营运载客汽车及轻型、微型载货汽车（含外埠号牌车辆和临时号牌车辆）采取2个车牌尾号一组轮换限行的方式，尾号是英文字母或汉字的以最后一个数字为准，每日7:00至20:00限制20％的机动车通行，限行车辆尾号与北京市保持一致，法定节假日和公休日不限行。
公共汽车、出租车、长途客运车（含旅游客车）、残疾人专用车、经公安交管部门核定的学校校车，以及持公安交管部门核发《班车通行证》的通勤班车；执行任务的警车、消防车、救护车、军车、车身喷涂统一标识并执行执法任务的行政执法车；环卫、园林、道路养护的专项作业车辆，以及殡葬专用车辆、邮政专用车辆、专用清障车、持公安交管部门核发《抢修通行证》的抢险车；悬挂合法号牌的纯电动汽车、插电式混合动力汽车、燃料电池汽车；经批准的其他应急车辆等不限行。
●衡水
根据市生态环境局与市气象局联合会商，预计28日夜间起，受弱南风持续影响，地面湿度增大，大气扩散条件转差，我市空气质量可能出现PM2.5重度污染过程。按上级要求，经市大气污染防治工作领导小组批准，现向全市发布重污染天气橙色预警，定于11月28日20时至12月1日20时启动Ⅱ级应急响应。
>>移动源污染减排措施
施工工地、工业企业厂区和工业园区内禁止使用国二及以下的非道路移动机械（除清洁能源和紧急检修作业）、不达标的非道路移动机械，建筑垃圾和渣土运输车、砂石运输车辆禁止上路行驶。除城市运行保障车辆和执行任务特种车辆外，主城区外环线（起始点自胜利东路京九地道桥—胜利东路—京衡大街—南外环—东湖大道—滏阳一路—前进大街—南环西路—西外环—北外环—至胜利东路交汇处）以内（含）区域、县（市、区）主城区（各县（市、区）自定范围）内全天禁止重型和中型货车、三轮汽车、低速载货汽车（皮卡车除外）和拖拉机通行；营运小型货车（蓝牌）要遵守交管部门货车限行规定，办理市区通行证，按照规定时间路线行驶；以柴油为燃料的非道路工程机械停止使用。
以下车辆不受限行措施限制：军队、警务、消防、急救、抢险、邮政（快递）、保险勘验救援、环卫作业车辆、执法车辆、市政设施维护、新能源汽车（纯电动车辆、插电式混合动力汽车、燃料电池汽车）、相关部门认定的民生保障及其他特定车辆。
>>扬尘源污染减排措施
除应急抢险外，建成区停止所有施工工地的土石方作业（包括：停止土石方开挖、回填、场内倒运、掺拌石灰、混凝土剔凿、改造、建筑工程配套道路和管沟开挖等作业）、建筑拆除、喷涂粉刷、护坡喷浆、混凝土搅拌等。
加强对重要国道、省道、市道、县道清扫作业，对建成区主次干道在日常道路保洁频次的基础上，增加4次洒水、喷雾等防治扬尘作业（非冰冻期）。
●邢台
经邢台市大气污染防治工作领导小组研究决定，自27日12时启动重污染天气橙色（Ⅱ）级预警。全市严格按照《大干一个月 全面完成年度空气质量改善目标任务攻坚方案》（邢气领组〔2019〕9号）和《邢台市重污染天气应急预案》有关要求，落实各项应急减排措施。
应急抢险和纳入正面清单的重点工程项目，严格落实“六个百分百”和“两个全覆盖”要求，做好抑尘措施。其他施工工地停止土石方作业、建筑拆除、喷涂粉刷、护坡喷浆、混凝土搅拌等工序（重大民生工程和重点项目除外），矿山、砂石料厂、石材厂、石板厂等停止露天作业。
禁止国四及以下重型载货汽车（含燃气）进行运输。除城市运行保障车辆和执行任务特种车辆外，原则上市主城区、县（市、区）建成区内全天禁止核定载重量为2吨（含）以上的货车、三轮汽车、低速载货汽车和拖拉机通行。
●邯郸
根据省环境应急与重污染天气预警中心与中国环境监测总站、省环境气象中心联合会商，27日起大气扩散条件逐渐转差，28日至30日邯郸市或出现重度污染过程。邯郸市重污染天气应急指挥部决定自11月28日12时至12月1日12时启动Ⅱ级应急响应。
●定州
根据省环境应急与重污染天气预警中心指导意见，我市组织气象、生态环境以及第三方专家进行了会商，预计11月28日起，扩散条件逐渐转差，污染物缓慢积累；其中29日以后，地面湿度逐渐增大，风力减弱，我市可能出现中度至重度污染过程。经市政府研究决定，我市特发布重污染天气黄色预警，于11月28日上午8时启动重污染天气Ⅲ级应急响应，12月1日12时自动解除。
●辛集
按照省大气办文件要求，经市大气污染防治工作领导小组研究决定，我市于11月28日8时启动重污染天气Ⅱ级（橙色）应急响应，预警解除时间另行通知。
再次提醒公众，儿童、老年人和呼吸道、心脑血管病及其他慢性疾病患者尽量留在室内，减少开窗通风时间；医疗卫生机构加强对呼吸类疾病患者的就医指导和诊疗保障；一般人群减少或避免户外活动；室外执勤、作业、活动等人员可以采取佩戴口罩、缩短户外工作时间等必要的防护措施。
同时，倡导公众绿色生活，节能减排，冬天可适当将空调调低1-2℃；倡导公众绿色出行，尽量乘坐公共交通工具或电动汽车等方式出行；驻车及时熄火，减少车辆原地怠速运行时间；倡导企事业单位可根据重污染天气实际情况、应急强制响应措施，采取调休、错峰上下班、远程办公等弹性工作制；倡导公众绿色消费，单位和公众尽量减少含挥发性有机物的涂料、油漆、溶剂等原材料及产品的使用；自觉停驶国四及以下燃油机动车。
